Compliance & Internal Control

Compliance and Internal Control (CIC), within Risk Management and Internal Control (RMIC), supports the University’s commitment to integrity, accountability, and effective stewardship of resources. CIC helps ensure campus compliance with applicable California State University (CSU) policies and procedures designed to promote efficiency, effectiveness, and responsible management of campus operations and programs.

CIC assists organizational units in complying with relevant federal and state laws, regulations, and CSU requirements applicable to higher education, in alignment with CSU objectives and recognized standards of administrative practice.

Roles and Responsibilities

CIC responsibilities include, but are not limited to:

  • Serving on campus committees, as appropriate, to address audit and/or compliance matters.
  • Acting as liaison between the campus, CSU auxiliaries, the Chancellor’s Office (CO) Audit & Advisory Services (A&AS) auditors, and external auditors (e.g., California State Auditor (CSA), Employment Development Department (EDD)) to support coordinated and timely audit responses.
  • Provide institutional oversight primarily involving faculty, staff, and administrators.
  • Collaborating with campus departments in the development and maintenance of the Continuity Plan (CP) to help ensure continuation of essential functions.
  • Facilitating Whistleblower submissions related to potential waste, fraud, or abuse of state resources, in accordance with the California Whistleblower Protection Act.
Communication Guidelines: 
  • To ensure appropriate routing of compliance-related matters:
    • Students should not directly contact the Audits and Compliance Manager. The Audits and Compliance Manager provides institutional oversight and works primarily with faculty, staff, and administrators rather than handling individual student concerns.
    • Students with questions or concerns related to compliance, internal controls, or similar matters should first contact their Faculty Advisor, Department Chair, or the Office of Student Conduct, Rights, and Responsibilities. These offices will review the matter and direct it through the appropriate administrative process, as needed.
